The Hallowe'en Witch was released as part of a special event held on Hallowe'en, but released on the 2nd November 2014 due to delays. It is an Exclusive Pokémon.
Obtaining
Hallowe'en Witch Purrloin can be obtained by trading with other users, or by breeding a member of the Hallowe'en Witch line. In doing the latter, you may receive either Purrloin or Hallowe'en Witch Purrloin eggs.
Event
The Hallowe'en Witch (Purrloin) was the reward for collecting all seven candies on Hallowe'en. The candies would show up randomly on pages where the screen darkened and the mouse could be used to locate the candy. The candies were mixed with miscellaneous ghost Pokémon.
When it was first released, the Hallowe'en Witch Purrloin was named Hallowe'en Witch and was unable to evolve. On October 30th, 2017, Hallowe'en Witch Purrloin was renamed and now has a secondary evolution, Hallowe'en Witch Liepard.

Name origin: A combination of Hallowe'en, the holiday it's themed after; witch, a magic user associated with Hallowe'en; and Purrloin, its base Pokémon.
