The Blue Moon Line encompasses Blue Moon Slugma and Magcargo, which were released as part of the New Years 2015 event on the 1st January 2015 and are Exclusive Pokémon. They are a neon blue recolour of a normal Slugma and Magcargo.

The idea of a "blue moon" could be a reference to the phrase, "once every blue moon", suggesting that something doesn't happen very often, as it is just a name for a kind of full moon. It should be noted that this has nothing to do with the actual colour of the moon.
