Obtaining

When it comes to it, I can only imagine it being a held item requirement.. There are no accessories I can think of for a dress-up requirement, I don't believe that there is a field that would work for it, and i'm pretty sure there would be no different Pokemon breeding combinations, other than maybe Cherubi.. I'll try that now and post an edit soon.

I'm trying something as soon as my new Igglybuff evolves once - one of them holding a Leppa Berry. I'm guessing the male one (isn't PMD's Wigglytuff a male?). Vajra (talk) 14:50, 22 January 2015 (GMT)
Niet mentioned in the Skype chat a few days ago, as a hint, that a breeding requirement that utilizes a held item will always require the female to hold it. This prevents multiple requirements from being true at the same time. I think it was also mentioned that field type has no effect on breeding. -Z. Foxworth (talk) 15:12, 22 January 2015 (GMT)

I'm close to my Cherubi egg hatching, then ill be able to try that if it's a male, then i'll try the Leppa berry thing. One thing i'm unsure of is, if it is just Cherubi or Cherrim, because I know the Saiyan Rattata worked like that and it had to be a Primeape, so hopefully i'll be able to find out.

EDIT: Female Jigglypuff holding a Leppa Berry while bred with Ditto did not work.

Male Cherubi and Jigglypuff as well as Wigglytuff didn't work. Now that I think about it, Incenses - as much as I don't want to buy one - could be it. Full incense, perhaps, seeing as how the Guild Wigglytuff in the games is obsessed with Perfect Apples; however there is nothing relating to an apple pertaining in PFQ. I'll try it and post back.

I just had a brilliant idea of sending a Wiggly/Jiggly on it's favorite Scour Mission and then try breeding it. I'm trying to find it's favorite right now, but i'll post back with results.

EDIT: Thought it would work, but no. I bet it has something to do with scouring, seeing as how it's the closest thing to explorations, like in PMD there is.

Method

It involves Male and Female Wigglytuff having at least 5 perfect IVs (31 IVs), and holding Leppa Berries. It also apparently involves knowing the liked Scour Area of the Wigglytuff. It may or may not involve battling.

Due to the difficulty of getting two Wigglytuff of opposite gender having both at least 5 perfect IVs, it is very difficult to test effectively. --Kpwbo (talk) 16:20, 30 January 2015 (GMT)

Well, seeing as how miss Lalonde's Guild Wigglytuff's parents has the male having 4 max IV's, i'd like to assume it's 4+ for both, or maybe just 5 for the female. Otherwise yes, they do have to be holding Leppa Berries as well. Scouring wise, not so sure.
